The worker-owned business is owned in its majority or in whole by most or all of its employees by means of a joint-stock corporate structure or a co-operative structure. The term also implies a workplace in which the employees have a substantial input into business decisions. Because worker ownership is difficult and complex to institute, CEDOs may find a role in providing the necessary technical support to workers.
