To judge the effectiveness of a project or program fairly, says Mark Friedman of the Fiscal Policy Studies Institute (Sante Fe, Ca.), we have to track its performance on the one hand, and on the other, the results which it and other initiatives are intended to realize. It's a 2-part process, and the distinction is essential. Also essential is a more considered discrimination between outputs and inputs in our evaluation, with emphasis falling on the quality of outputs (the hardest to measure) as opposed to the quantity of inputs (the easiest to measure).
