Beyond affirming the importance of both economic and social goals in CED, the National Welfare Grants projects demonstrate the way CED harmonizes and integrates these goals - essentially erasing the line between economic and social development. The varying emphasis on the economic and the social is the reason for the diversity and inventiveness in the types and forms of CED initiative. Common to them all is the effort to include excluded populations, community participation, the use of economic tools to achieve social ends, the importance of intermediary organizations, and the comprehensiveness of the strategy. CED is a multi-faceted intervention, requiring the assembly of a spectrum of resources to address the multiple challenges involved in social and economic development.
