In 1990 the government of Saskatchewan instituted a guarantee program for a class of bonds to be issued by 'community bond corporations' for financing the creation or expansion of local business ventures. Stewart Perry describes the experience of two such CBCs in their efforts to undertake an unconventional approach to rural revitalization. Although not free of provincial politicking, the Saskatchewan Community Bonds program appears to be intended to build community capacity, rather than simply to support businesses.
