Environmentalists, feminists, unions, CED practitioners, social activists - so many people share a yearning for profound change in our way of life and governance. But being right about change is not enough; we also have to be in control to make change happen. Over the past 25 years Montreal has shown how neighbourhoods can get that political power without losing everything else in the bargain. It takes a shift in the culture of the community sector itself from opposition to strategic collaboration, so that social goals and values are integral, not optional, to the institutions responsible for local development.
