Since the early 1920s the people of northeast Newfoundland have struggled to deal with isolation and economic underdevelopment. The introduction of Great Northern Peninsula Development Corporation in 1987 offered hope of investment in long-term employment and in regional infrastructure. Its performance, however, has been hampered by governments' program orientation, unrealistic time frames, and failure to appreciate the importance of community ownership. When will governments learn that they must partner with local and regional initiative, not displace or consume it?
