Institutional barriers hamper the enterprise and capital accumulation of many native American nations, and ensure these small communities remain impoverished and dependent. Conventional economic strategies are inadequate to breaking these barriers, or acquiesce in them. Community-based economic development (CED), by contrast, is a cost-effective means of building local institutions that can marshal and/or co-ordinate critical resources and initiatives.
