The 1964 Columbia River Treaty became a major coup for provincial authority over natural resources. But subsequent damming of the river's upper reaches brought only transient benefits to the townspeople it most seriously affected. A landmark agreement between local authorities and the current provincial government may create the means by which those communities secure a substantial say over future hydroelectric development and its payoffs.
