Summarizes the submission of the Centre for Community Enterprise to the Parliamentary Committee on Human Resource Development in November 1994. Mere reform to social security will soon become irrelevant without a concurrent and co-ordinated job creation strategy, especially for those most at risk. Learning from CED best practice, the government must develop policies that will engage and mobilize those most at risk to create opportunities in the local niches that traditional market processes do not address. Includes eight specific recommendations for reform to the social safety net so it could connect more readily to CED solutions.
