A summary of a report funded by National Welfare Grants to identify the factors that facilitate the implementation of CED projects in Québec. The authors identify conditions which lead to the emergence of CED, estimate the local impact of CED initiatives, assess their internal dynamics, and reflect on their relationship to government. In particular, they note how community-based organizations (e.g., CDECs, CDCs) are best suited for addressing the needs of marginalized people, and are best able to identify social objectives to be pursued by means of economic development strategies. This is why development bodies require support, and why economic development programs should target them as potential partners.
